2008-12-17 [justjoe]: I found one, I think it could qualify. The Rocketman at www.rocketman.org uses a rocket belt pack to propel himself through the air. From his home page, "During flight, the Rocketbelt thrust is produced by super heated steam." If you forgive him the modern outfit, I believe the use of steam to power his rocketpack could qualify him as steampunk.
